Plant tulip bulbs deep -- about eight inches deep, measuring from the base of the bulb. Plant tulip bulbs in the fall, 6 to 8 weeks before a hard frost is expected and when soils are below 60 degrees F. The tulip bulbs will rot in wet soil. Pick a sunny site because tulips won't grow well in shade. Nature never intended for bulbs to loll about above ground, so don't delay planting the bulbs after purchase. Plant tulips any time the soil 6 inches deep is 60 F or colder. As a general guide, plant by October in USDA Climate Hardiness Zones 4 and 5; October through November in zones 6 and 7; November through December in zones 8 and 9; and late December through January in zone 10.
